Guiding Principles of SHUJAN


On the eve of union parishad election held in 2003, a citizens’ organization ‘Citizens for Fair Elections (CFE), an initiative taken by a group of aware citizens of the country, started its journey on 12 November 2012. The main goal of this movement was to conduct a range of activities including information empowerment for the voters so that they can consciously cast their votes in favour of honest, eligible, ideal and pro-people candidates and high-quality people can be elected through participating in election.

Later on, a new name is given to ‘Citizens for Fair Elections (CFE)’ with a view not to define its activities in election but also to extend its activities.

Goals and objectives: To establish democracy and good governance in all sectors of the state and the society and to build a self reliant motherland including representation of democratic institutions will be the main goal of SHUJAN.

The objectives in achieving the goal will be:

  1. To make aware, active, clamorous, and organize the citizens with a view to ensuring impose of laws, upkeep of human rights, equality, integrity, fairness, transparency, and accountability i.e. ensuring democratic practice in all sectors of the society
  2. To toil as a pressure group and to uphold peoples’ voice with a view to desired reforming in all the regarding concerns and to play role of an onlooker and attentive concierge in this regards of desired change


Guiding principles of the organization: Group neutrality, unity, integrity, equity, and non-communalism will be the guiding principles of SHUJAN.


Membership: Any grown-up person of the society who is honest, ideal, contemplative and dedicated to the welfare of the people can be member of ‘SHUJAN’. Keen person who is actively involved with political party can be primary member of ‘SHUJAN’ but can not hold any post in any committee. The committee in which the concern person applies for membership will provide membership. Later on, any primary member can hold post of any committee. But person who is loan defaulter, tax defaulter, bill defaulter, owner of black money, sentenced for criminal case, and communal minded can not be member of ‘SHUJAN’. Members have to pay monthly/yearly fixed fee for conducting activities of ‘SHUJAN’. All who are involved with ‘SHUJAN’ have to be voluntary novices.


Organizational structure: There will be four tiers of SHUJAN committee. The four tiers are central, district, upazila, and union committee. National and central committee in central tier, district committee in district tier, upazial committee in upazila tier, and union committee in upazila tier will be responsible. Besides this, city committee in divisional town and town council committee in township including ward committee will be formed with a view to extend of organization in city level. Keen union committee can also form ward committee.


National committee: National committee will be the highest organizational structure. Basic principles and decisions of the organization will be finalized in this committee. National committee will be formed comprising of 171 of members of central executive committee and president and secretary of each district committee. Duration of the national committee will be two (2) years.


Central executive committee: Central executive committee will play vital role and shoulder responsibilities to conduct daily activities including overall activities of the organization. This committee will endow with needful directions including taking decision on work plan and program in the light of guiding principles for organizational management. Central executive committee will be comprised of 11 members of one president, one vice- president, one secretary, one co-secretary, one treasurer, and six executive members. Duration of this committee will be two (2) years.


District, upazila and union committee: Those committees which will be formed for conducting overall activities of ‘SHUJAN’ in various tiers including district, upazila, and union can be comprised of one president, one vice- president, one secretary, one co-secretary, one treasurer, and few executive members. District, upazila, and union committee can be comprised of 21-25, 17-21, and 13-17 members respectively. Formation of City Corporation, pauroshava, and town committee will be like district, upazila, and union committee. But organizational structure and number of committee members in all levels can be changed on the basis of reality. Duration of all committees will be two (2) years.

The president and the secretary of upazila and union committees will be considered as the members of the district and upazila committees respectively. Same directions will be followed in case of other committees.


Responsibilities of the members: The president and the secretary will play role as organizational chief and chief executive respectively. In absence of vice-president, president, co-secretary, and secretary will perform their responsibilities. Treasurer will perform his responsibilities related to account and maintenance of files including all responsibilities of fund. Members will assist all concerns in conducting organizational activities.


Inter committee relationship: Central, district, upazila and union committee will build up effective inter rapport among them with a view to informal, cordial and reciprocal help. District, upazila and union committee will automatically conduct their activities in the light of SHUJAN consciousness, idealness, principles and local reality. SHUJAN activities in local level will be conducted based on its own plan, resources and leadership. Opinions can be given from the center but interfering and decision imposing tendency to any matter have to be given up. In the same way, district and upazila committees also extend their hands to help in conducting activities of upazila and union levels respectively but have to be far away from meddlesome. Central committee will be active in providing logistic supports in locally forming committees. Central, district and upazila committees will nominate the district, upazila and union committees respectively. Same procedure will be followed in other cases.


Abolish/exempt of membership: Committees of all tiers can grant membership to any person in keeping balance with clause-4 and in the light of reality and can abolish membership due to contradictory activities of SHUJAN principles and idealism. In the same way central committee can grant any local committee and can abolish their recognition due to contradictory activities of SHUJAN principles and idealism.

Any social or voluntary organization that believes in SHUJAN principles and idealism can be associate organization of SHUJAN.


Meeting call: Meeting of national and central executive committees will be held at least two (2) times and four (4) times in a year respectively. One meeting of national committee in which evaluation of activities and future plan including annual income-expenditure report are submitted and granted will be considered as one annual general meeting. Meeting of district, upazila and union will be held once in every two months i.e. six times in each year. Committees of all levels will arrange annual general meeting. New committees in all levels will be formed in annual meeting or conference, if duration of committees comes into an end. Decision of any meeting will be granted unanimously.


Fund: SHUJAN fund will be formed comprising of admission fee, membership fee, voluntary donation and donation from any associate organization. Besides this, a trust fund can be formulated in order to continue activities.


Membership fee/admission fee: Each member has to pay fixed admission fee including annual/monthly fee. Membership admission fee will be Tk.100.00. Annual/monthly have to be fixed depending on the tier of committee and local reality. This fee will be defined in the respective committee on the basis of discussion.


Financial management: There will be bank accounts in all tiers to conduct organizational activities. Bank account will be managed with joint venture and signature of committee president, secretary and treasurer. At the end of year each committee will present annual income-expenditure report in annual general meeting. Central committee will present audit report including annual report in the annual general meeting.


Amendment of principles and explanation: This guiding principles can be amended through discussion and acceptance in the central committee. Central executive committee will give explanations, if needed regarding to any clause or sub-clause.
